By January, 1913, the strike of the New York City Hotel and Restaurant workers was beginning to weaken. Here, strikers, most of them waiters, talk things over in front of Bryant Hall. Particularly striking is the mysterious lady with the flowered hat in the center of the crowd. The men wear three different kinds of hats-a homburg, a cap, and fedora. Police officers are witnessing the action but do not seem ready to interfere. The strikers were growing discouraged and starting to drift back to work, and the strike was soon called off.
